5 DECEMBER 2011 COUNCIL MEETING Report of November 2011 federal council report Federal Council of the Australian Dental Association Inc. met at the ADA’s St Leonards premises on 17 and 18 November 2011. The following major items were considered at the meeting: • Ms Susan Forrester from Board Matters reported to Federal Council on the outcome of the Governance weekend conducted in early October. A timetable has been developed to further progress change in order to achieve the outlined objectives (see page 6 for a report of the Governance weekend). • The Treasurer’s Report was received and accepted by Federal Council. The Treasurer was able to report that the Association’s finances were in accordance with budget predictions. The ADA Inc. Financial Statements for the year ending June 2011 will be published in the ADA Inc. Annual Report and placed on the ADA website. • Federal Council agreed that Committee Chairmen will now provide a short report of each Committee Meeting for publication in the News Bulletin. This report will inform members of items of interest addressed by the Committees. • A membership report was furnished indicating that there are now 13,066 members of the Association. • Certain amendments to the By-Laws of the Association were adopted. Amendments to By-Law IV – ‘Australian Dental Congress’; By-Law VI – ‘Committees’; By-Law VII – ‘Standing Committees’; By-Law X – ‘Standing Orders’; and By-Law III – ‘Finance’ were accepted by Federal Council. Some minor amendments were made to the ADA Congress Manual. • The Nominations Committee was appointed under the Chairmanship of Dr Karin J Alexander. • Dental Health Week 2012 was considered and Council has agreed that the title for next year’s Dental Health Week theme will be ‘Don’t Accept Dental Decay’. The Dental Health Week campaign will be conducted from 6 to 12 August 2012. A suitable budget allocation was made for funding of the campaign. • The Medicare Australia Chronic Disease Dental Scheme was discussed. Branch Presidents reported upon the activities that had taken place in their States in respect of the Scheme. The Federal President was able to report upon activities undertaken federally with Ministers, other politicians and Medicare Australia. • Dr Robin Boase was formally appointed as the ADAQ member of the Rural Oral Health Advisory Panel. • The Australian Dental Association Foundation’s financial report and accounts were reviewed and received. It was agreed in the financial year 2012/2013 the net revenue from the ADA Seal of Approval program would be made available to the Foundation. • A report was received regarding the Brisbane Congress 2011 and appreciation extended to the Local Organising Committee for their efforts in conjunction with this successful Congress. A report was received regarding progress in the preparation for the Melbourne Congress in 2013. • Professor Michael Burrow was appointed as an international member of the Australian Dental Journal’s Editorial Advisory Board. • A report was received regarding Private Health Insurance activity within Australia. Council reviewed the ADA Inc. submission of 5 September 2011 – “Australian Competition and Consumer Commission’s Submission on Private Health Insurance”. (This Submission is available for perusal on the ADA website). • The Chairman of the Special Purpose Committee on Dental Practice Accreditation provided a detailed report in relation to progress of the development of Practice Accreditation. (The Special Purpose Committee met on the day following Federal Council to further progress developments – see page 15 on the latest developments). • A report of the activities undertaken at the FDI World Dental Federation was received. Federal Council extended congratulations to Dr Neil D Hewson on his appointment as FDI Speaker. • Detailed consideration was given to the preparation of the next Federal Pre-Budget Submission to be lodged by the ADA with government. Discussion also took place regarding retention of lobbyists to assist ADA in the pursuit of its objectives with government. • A new Policy Statement 3.15 ‘Post Graduate Year 1 Programmes’ was adopted. Amendments made to Policy documents ‘Community Oral Health Promotion: Tobacco’; ‘Community Oral Health Promotion: Elective Dental Treatment – Overseas’; ‘Oral Piercing’; ‘Delivery of Oral Care Special Groups: Infants and Pre-School Children’; ‘Clinical Practice Placements’; ‘Complaints Resolution’; ‘Funding Agency’; ‘Informed Financial Consent’; ‘Regulatory Authorities’; ‘Quality Assurance’; ‘Dental Healthcare Workers (incl. Students) Infected with Blood-Borne Viruses’; ‘Management of Impaired Dental Practitioners’; ‘Advertising in Dentistry’; ‘Oral Cancer Screening’; ‘Partnering for Better Health – Dentist and Patients’; ‘Radiation Safety’; ‘Conscious Sedation in Dentistry’; and ‘Oro Facial Cone Beam Volumetric Tomography’. Copies of all new and updated Policies will be placed on the ADA website shortly. • Federal Council agreed to the ADA donating a sum of $25,000 to the Australian Dental Research Foundation. • Dr F Shane Fryer was re-elected Federal President; Dr Karin J Alexander re-elected Federal Vice President; Dr Carmelo Bonanno re-elected Federal Treasurer; and Drs Rick Olive and P Hugo Sachs re-elected as Federal Executive Councillors.
