federal executive report
JUNE 2015 MEETING
The Federal Executive of the Australian Dental Association Inc.
(ADA) met at its St Leonards premises on 11 and 12 June 2015.
The major items covered at the meeting included the following:
The Chief Executive Officer reported upon progress in relation
to the restructure of the ADA Secretariat staff. An expected
completion date for the reorganisation was the end of July/middle
August 2015. Federal Executive saw that with the reorganisation
of staff improvements would be achieved in relation to the
effectiveness and economy of the operation of the Secretariat.
The CEO also reported upon the retirement of the ADA’s Finance
Manager, Ms Elaine Cook. Federal Executive formally expressed its
well wishes for this outstanding long serving employee of the ADA.
Building and equipMent
The CEO reported upon the imminent vacation of the ground floor
of the premises by the current tenant and reported upon possible
modifications to the premises to both enhance the value of the
potential tenanted area of the premises and the operation of the
premises generally. The CEO was asked to explore the retention of
a part time government relations officer in Canberra and to report
back as to whether that was necessary and viable.
The cash position and liquid assets statement for the period to
May 2015 was reviewed along with other financial records. It was
noted that the financial performance of the ADA for the period to
end of May 2015 was in accordance with expectations.
Preliminary work has commenced in relation to preparation of the
2016 Dental Directory. Members are reminded that those wishing
for their details to be included in the 2016 Dental Directory should
ensure they respond promptly to requests to contact the ADA so
their details can be updated and confirmed for inclusion in the
Directory. Members wishing to update details now can do so by
accessing the “my profile” section of the ADA website.
A revised ADA Guideline for Infection Control and the Practical
Guides for Infection Control will be prepared shortly. These will be
made available in soft copy only; available to be accessed through
the ADA’s website in electronic format.
queens Birthday honours
Federal Executive on behalf of the membership congratulated the
following recipients of 2015 Queen’s Birthday Honours:

audit and risk
After considerable discussion at previous meetings of Federal
Executive and at Federal Council, a Special Purpose Committee
on Audit and Risk will now be established. Federal Executive
will be extending invitations to certain members to join this
Committee. It is expected that the Committee will meet within
the next few months.
dental Benefits act
The Federal Minister for Health, the Hon. Sussan Ley MP has
sought nominations from the Australian Dental Association to
be involved in a review of the Dental Benefits Act. ADA Federal
Councillor Dr Angela M Pierce and Schedule and Third Party
Committee Member Dr Carmelo Bonanno have been nominated
to the Minister to assist in the conduct of this review.
Federal Executive met with representatives of ADOHTA, Ms
Hellene Platell and Julie Barker. At this meeting discussions took
place regarding the Dental Board of Australia’s requirement for a
structured professional relationship and the guidelines that exist in
relation to that; dental workforce supply and projected oversupply;
the ADA Congress and the possibility of specific participation by
therapists and hygienists; the Voluntary Dental Graduate Year
Program and the Oral Health Therapists Graduate Year Program
and Federal funding to oral health. The meeting was fruitful and
as a consequence it was agreed that regular meetings would take
place in the future on at least an annual basis.

A further progress report was provided in relation to the outcome
of the Brisbane Congress 2015. Further, there was discussion in
relation to the Working Party review of the 2015 Congress and
health fund Matters
Federal Executive met with the Private Health Insurance Acting
Ombudsman, Mr David McGregor. In this meeting discussion took
place regarding the Private Insurance Ombudsman’s role being
assumed by the Commonwealth Ombudsman; Private Insurance
Company behaviour in general; the payment of differential rates
by Private Health Insurers depending upon service provider and
disclosure of patient records to insurers and implications of the
application of privacy law. The Ombudsman provided some
interesting insights that will be further explored.
dental Board of australia – acupuncture
A teleconference was conducted with representatives of the
Australian Medical Acupuncture College to discuss the use of
dental acupuncture and compliance with Dental Board of Australia
requirements. This issue will be referred to the appropriate ADA
Committee for further action.
